You have to compare apples to apples. I have NY family and friends that are real NY'ers and if you are looking at $$s you have to compare multiple scenarios and all the moving targets. In NY, private students have transportation. If you move OOT, you will spend your days carpooling, which limits employment opportunities unless you want to endure the expense of nannies that also drive. If you have a special needs student or a child that needs some evaluation and minor services, even moving school districts within NY can mean more or less services. NY parents complain that they get nothing for their tax dollars, but they haven't seen nothing. Also, NY has schools of all different price points. There isn't much price difference OOT. Modern, yeshivish, it all costs.
Then there is OOT and OOT. Places with healthy and robust economies can't really be compared to depressed areas. I would not move to a more depressed area needing dual incomes to pay for housing and tuition because one parent might be able to secure work, but the other might find it difficult to really contribute. Seems that the more depressed cities have a tempting tuition situation. But once you are looking at a better economic opportunities on the whole, the tuition situation is pretty much pricey.
