Is it allowed? Is the heter only for people who would otherwise push off mikva? What about someone that half the time ends up using real make up because going out with no make up destroys Shabbos for them?

Shabbos makeup (like the one sold by shaindee cosmetics) is allowed by some poskim.

According to what my rabbi told me, it needs to be certified by a rabbi as shabbos makeup (other powders by regular makeup brands are too long-staying).
Also according to my rabbi the powder cannot be long-staying. You cannot mix two colors. You need a separate brush for each color.
