Any links/suggestions? Do they usually wear a t-shirt on top? Are there types with little skirts (daughter mentioned she saw this last summer & likes the style)?

You can get a rashguard top (like a tee shirt made from bathing suit fabric, with either short, 3/4, or long sleeves) and pair it with a skirted short.
They sell separates in Lands End.

Not sure if the skirted shorts are too short for your DD.
Here in Israel I found nice things in Leader (inexpensive clothing store that caters to the frum community).
Not sure if you'd be more comfortable putting her in a modest swimsuit (like some frum ladies wear) or if a more mainstream option is okay for you.

I love Lands End for bathing suits but if you're looking for a skirt bottom, their girls' swim skirts are so short they're pretty much pointless. I got my kids UV Skinz rashguard sets at Costco. The skirts are significantly longer than LE. I bought a size up to give them room to grow and the skirts come just above the knee. I consider that modest enough for beach/sprinkler wear in little kids. If they were 9 years old I'd probably be buying the special tznius swimwear.
