As far as I know, when you are strolling in a public place, you have no expectation of privacy, and therefore, it is legal to take a photograph. I would guess that by extension, it is legal to sell said photograph.
If someone would would use a telephoto lens to take a picture of you in your home, or in a doctor's office, or a store's changing rooms, where you do have an expectation of privacy, that's a different story.
