My husband doesn't think the Rashi is in Melachim...I was thinking Yehoshafat but couldn't find any mention of it in Rashi. Didn't have a chance to look in Divrei Hayamim.

It was Uzziah (Azariah).

Here is the citation:

Divrei HaYamim Bet 26:15

And he made in Jerusalem engines, invented by skilful men, to be on
the towers and upon the corners, wherewith to shoot arrows and great
stones. And his name spread far abroad; for he was marvellously
helped, till he was strong.

What the pasuk is describing isn't cannon, however. It's catapaults
and arbalests (an arbalest is a giant crossbow).
