Has anybody had experience using a cinnamon roll/coffee cake yeast dough for challah? I haven't had much luck in my search for a challah recipe, but yesterday I discovered an amazing cinnamon roll recipe (can we officially declare it a Tisha B'av tradition finally?) that was pretty straightforward and turned out delicious.
Can I use this for challah?

Try it as rolls, if irs not too sweet, it can be hamotzi.
(Mezonos is sweet, crunchy or filled.)

Great idea. I can't tell the taste right now since it's covered in cinnamon and sugar. I was thinking to replace 1/2 cup of milk with water, bringing the total to 1 cup water. Is that enough to make it hamotzi?

Yes it will work. My challah recipe is similar ( water only no milk and oil instead of butter) but I might use a little more salt and a full 4 cups of flour.
