Without a car: Can I get to Tel Aviv and go biking? Go to make candy place? What else? I could take public bus from yerushalayim.

I think the candy place you are talking about is in Ramat Gan. Not in Tel Aviv.
So you would need to take a bus from jerus to bb and then take another bus from there to Tel Aviv. Afaik.

Assuming you are in Jerusalem take the bus (train seems to be out of order).
The bus runs regularly from the central bus station. Takes about 40 mins when it's not rush hour.
Not sure about the bikes but it's supposed to be great weather, go to the Yaffo boardwalk and you can walk north to TA. I think you can rent bikes on the boardwalk. Another recommended place I'd the TA harbor. Tons of restaurants too.

Can I get to the Yaffo boardwalk , walk to the north to TA , rent bikes on the boardwalk, and Tel Aviv harbor, if I take the 480 to Tel Aviv tzafon Tel Aviv port?

take the 480 bus. you can rent bikes near the bus station and ride to where you want. it can be hard to ride through the city but along the board walk which goes from yafo to TA post it is perfect. you can also take a bus to the boardwalk and get bikes there.
you can return the bikes at any where.
