Till tender? Also does it need liquid added?

I would broil for a few minutes on each side. We like them medium rare, not sure what tender means to you

Broil 5-7 minutes per side, depending on desired doneness.

Lamb chops are pretty delicate, you don't need to stew them like other cuts. If you overcook them you'll ruin them, so please use the broiler.
