I need to get my 16 year old dd a passport. Can I take the picture myself and then cut it down to size or do I still need to go to an approved photo facility?

You can do yourself. But the rules are pretty strict, make sure you follow them exactly.
I did DH's myself, but I was also mentally prepared to retake if they didn't approve them.
