Immature 3rd grader

My eldest is in third grade, still has temper tantrums like a 2yo. Example, yesterday he hit his sister, we told him to go to his room, he refused so when we repeated it he laid on his back and kicked his legs and flailed his arms. He was screaming and bossing us and his siblings around so we asked him to talk nicely, he kept screaming and interrupting and being chutzpadik so we told him to sit in the corner or go to his room so he did the same, laid on his back and kicked his legs and flailed his arms.

We have done charts, prizes, special time, warnings, art therapy....he is not ADHD. I am at my wits end. When he chooses to he is very sweet and helpful but if something doesn't go his way he acts like a vilde chaya, I don't know what to do, this isn't age-appropriate but I don't know why he's like this or how to get rid if this behavior. Basically anything he is asked to do is something he hates and may send him off the handle, this isn't tenable.
