Deliberate exposure upped the numbers of cases but the outbreak started with an infected guest from Israel. The DOH realized that the measles was in the general community so it didn't help to simply avoid a specific school. Many infected children were under age 5. Some infected people were adults. The DOH was applying quarantine in any situation that they could so I am not sure how that is illegal

I would also add this; that the Detroit community got the outbreak under control quickly partially due to the size of the community but also due to the compliance of most of the people.
In Monsey the whole thing shlepped on for 8 or 9 months.
