Starbucks for sure makes dairy free hot cocoa powder. And they for sure make hot cocoa k cups. They might be dairy free.

I think the company is called Kahan. They have parve k cups available at kosher supermarkets. Just be careful the powder can clog the keurig if you don't run a plain water cycle after each hot cocoa made (had this issue and keurig helped resolve it and gave instructions for cocoa k cups).

I’ve been using these for ages, and never ran a water cycle after, never had a problem.
