I just checked this and 1. Camp Simcha is joy opening at all and 2. Simcha Special is trying to open as a day camp like other camps.

And yes, it’s extremely heartbreaking and sad for the campers.

Whatever these camps are doing they must be careful. Not only for the health of the children. But also for the possible chilul Hashem that will happen if they get caught. Having a day camp from early morning to 9 at night and then all going to sleep in a hotel next door is going to be considered the same as camp. The NY State and DOH are not stupid. They are following the news for these programs and will come down hard on them.

Deserted is a very strong word. I know it's normal when disappointed and upset to try to find someone to blame, but I don't think it's fair or accurate in this case. Deserting someone connotes cowardice and cruelty. I'm sure HASC very badly wanted to open.

You sound really disappointed and let down that HASC felt that they could not safely run the program that you were hoping for.
DD was supposed to be at HASC this summer and was tremendously looking forward. Now exploring Simcha Special and hoping that they end up with something in Bergen County.(They are looking into BC but don't have enough demand yet. If any one is interested, they haven't worked out logistics yet, but please let them know if there is a demand).
