Can someone in the year of mourning go to the kabbalas panim of a wedding? if we leave after the chuppah before the meal/dancing?

Ask your Rabbi. There are different opinions and it might matter depending on relationship and such. ETA: also at what point in the. Hear the avel is... Etc.

Definitely ask a rav.
One issue to add to the consideration is that one isn't supposed to wear festive clothing during the weekdays while in aveilus.
When my niece got married, her great aunt was in aveilus and came during pictures dressed in a regular weekday outfit to say Mazel tov. She didn't stay.
My mom was in aveilus when her brother was posthumously being honored at a banquet. She went on in weekday clothes and sat in the lobby.
