My 5yo has one pair of shoes, one pair of sandals (which he probably won't wear again until he gets a new pair next summer) and a pair of boots for the rain (which he has worn maybe 5 times total.)
My girls have the same with the addition of a pair of shabbat shoes each bought last year and which I think still fit but if they grow out of them they won't be getting new ones until they're allowed to go to shul again.
