I know for some things I need to use American beef. For brisket- must I use American beef or is imported ok?
If I have a choice between first cut American or second cut imported- which one should I go with?
(The imported does not mention anything about being grain finished. It is from gourmet glatt.)

I personally find the imported beef from Gourmet to be dry and tasteless. Other places may have better imported beef.

I'd go with first cut USA.

I never buy American, its too expensive. We buy whatever is on sale and that's generally the imported. I guess my palette is not so sophisticated, we cant tell the difference.

First cut is more dry. I usually prefer to use a second cut. But American second cut is very expensive.
