Of course it's photoshopped, only a fool would think otherwise. It's a joke in Montreal because there's a cerfew in Canada now and only people that have a dog can be outside walking their dog during the curfew. Someone did this as a joke to show how absurd the curfew rule is. Everyone should be able to take a walk at night, regardless if they have a dog.

Quebec is now under a month-long 8:00 p.m. to 500 a.m. curfew. There are few exemptions, walking your dog is one of them.
Surprisingly, I am loving this curfew! My entire family is home at 8 and we get to spend quality time together with no distractions.

No, Many people are not doing this. A non jew was ticketed because he was caught walking a stuffed dog. You don't see 4 people walking one dog. And of course not in shtreimel and tallis. Oh god, I can't believe you think this picture is real. And Montreal is covered in snow now, this picture appears to be in the summer.
