Most people I know don't do leggings past the 3rd bday. If a child's birthday is mid-season, many finish off the season with leggings, but don't buy leggings anymore for the next season. Like, in your daughter's case, they'd finish off the summer with what they have, but buy dresses for fall.

Please don't put socks on your kids in the winter! They don't need to freeze for cuteness.

No more leggings past three. No skirts either. Dresses and jumpers.
The flaired or high waisted styles usually look best on three year olds, who usually have more of a rounded toddler figure. Don't buy waisted styles until they have more of a waist - usually at 4 or 5.

Because tights look much cuter and put together. As opposed to, oh she's cold let's out on leggings oh she also needs socks and nothing matches.
I think that's why people do dresses+tights and not dresses+leggings+socks.
