I'm not sure but my 15 month old think she can nurse and suck a lolly pop at the same time and shes very determined.

my DD used to try and stick her sippy (read: security) cup in at the same time.

Maybe she's not really hungry or thirsty but wants to nurse for comfort? She'll probably realize after a little while that she's not really getting nourishment from a lollipop--or an empty sippy cup for that matter....
For a while, my son would want to get into nursing position, latch on, nurse for 5 seconds and then stick his thumb in his mouth. He stopped doing that when he realized he wasn't getting food that way!
