Why is it that alot of local clothing stores don't seem to care much about being helpful to find sizes, order more, or even seem happy and smile much, are they just overworked and stressed? What's the deal?

The deal is just as you said. They are overworked and stressed. I don’t know where you live or what stores you are referring to but I’m sure they are doing their best with what they have.

Overworked and stressed.
High rent and a narrow demographic means they probably have less employees than they can use, especially during peak season.
Peak season is the most profitable but also the most stressful for them.
They’re generally more smiley when the store is empty-Ish.

I've been shopping with DD for Y"T and every store I entered has been very friendly and helpful.

Not sure where you shop OP but I vote with my feet. Stores with friendly customer service get me coming back.
