Has she looked in Solomon schechter in Manhattan? They are very generous with their scholarships especially if they make less than 300k a year.

Hannah Senesh day school in Brooklyn is ~36k but offers decent scholarships. I have some family who send there (with tuition assistance) and they're quite happy.
