Depends on the effect you want. For maximum light, white or cream. To emphasize that it's for kids, primary colors or a mural of storybook characters, toys or ABCs. To camouflage dirt and surface damage, medium grey under a busy stencilled pattern.

A couple of ideas
-magnetic paint - it's actually metal mixed into the paint - you paint it underneath and then you paint the color our you want over it. Then you have a magnetic wall or area. If you're using light colors you may need a couple of extra layers of paint cause the magnetic paint is black
-doing different walls different colors, like a variety of pastels

There's also chalkboard paint. I wouldn't do a whole room in it but one short wall or part of a wall would work. The only downside of this as opposed to having an actual chalkboard is that there'd be no place to rest the chalk and eraser. You'd have to install a length of wide molding along the wall if you didn't want chalk and erasers velgering all over the floor.
