I've never been there for shabbos, but AFAIK, there's nothing jewish in US Niagra and Canadian Niagra has just a small chabad- idk if they're even there shabbos.
You're probably better off spending shabbos in Buffalo or Toronto (depending on which side of the border you need to be on)

Canadian Side chabad is amazing and does full shabbos meals (in the summer; can’t speak to winter) it’s a very active chabad and the meals are full and extensive
