A child under 18 doesn't need ID to fly domestically in the US as long as she is traveling with an adult. If traveling alone she would need ID, but an unexpired passport would certainly be acceptable for that purpose.

Yes. Because you aren't crossing any borders. For teens they might ask for a birth certificate to prove she's under 18, if they think she's older, but an expired passport is fine too.
