Do I write to one spouse but address "Dear X and Y"? Do I make a new WhatsApp group with both of them in to address both together? Do I just write separate messages to each separately? (They are marrying off a child... so really a joint situation!)

You can address both of them on the message it's totally fine. She can forward to her husband.

In this case the husband is my blood relative who I actually feel closer to, he goes out of his way to spend time with me etc. whereas I don't feel so much fondness from her... (but I have ongoing WhatsApp conversations with both of them)... So Dear X and Y to him? Or to her?
