I would like to set up a play space in my unfinished basement. What can I cover the floors with that’s really cheap, easy to maintain and clean, and somewhat inviting? The area is approximately 13x13 feet

Probably glue-down commercial grade carpet would be cheapest. A darker color, like a blue or grey, would not show dirt, and vacuums up easily.

Whatever you do don't do tiles yourself. Unless you're handy. And if your basement floors like mine you need to invest in something more expensive than less because ripping up floor and replacing costs more in the long run.

Vinyl flooring sold on a roll at home depot or lowes, sold by the yard like carpet

Huge foam tiles. They interlock, come in colorful happy colors and very inexpensive
Not a permanent installation, but is very kid friendly

Sheet vinyl requires a professional installer.
You might consider commercial grade carpet tiles. The advantage is that you can replace a portion easily if they are damaged or too dirty. You just buy more than you need so that you have them to replace as needed. Basements tend to be cool so having some type of carpet is more comfortable for children.
