I am assuming that the person was commenting on saving 20 cents on difference between eggs at Costco and another store.
There is a rule of reason in terms of determine when it makes sense - both economically and time wise etc. to purchase a "bargain"
The reason why markets have advertised sales which often include loss leaders is to get people to come into the store because most people are not running around to multiple places in order to get the cheapest item at different stores unless there is some huge savings on that item or they need large quantities so the savings is very significant based on amount purchased.
Most people will check the weekly ads and then shop at the store which has the best prices on items they use frequently or need. This is especially true if they are items that are pantry or can be frozen well.
Most sales are cyclical so that you can stock up on cereals or canned tomatoes or ketchup
