That are most similar to mei menuchos in Monroe.. looking for a very frum tznius crowd for shabbos with private eating etc

I don't know of any places like that. You could call the Raleigh and ask if they'll give you a private place to eat. Melour in Tannersville also may be willing to accommodate you, but it's a different crowd than you'll find in Monroe.

What does private eating mean? Each family has a separate dining room? Or a seperare seating between men and women?

Melour will accommodate you. Just went and there was a group of bachurim with their rebbe. They had a separate room.

Most of the kosher hotels (and there are very few here) do not offer room service
