For reasons known only to the vendor, measurements are across the front only. Sounds to me like she takes the garment, spreads it out on a table, and measures it that way with a tape measure. The measurements she gives you are the measurements of the garment, not the measurements of the person who will fit into that garment. 26 inches times two would be 52 inches. If your bust measures 52 inches, you'd probably need to buy a garment that measures at least 27 across the front, which would give you two inches of ease. (27x 2=54), which is a typical allowance. Other typical allowances are an inch at the waist and an an inch and a half at the hip. Depends on how much ease you like in your clothes.
