I only just realized I am eligible for jerseycare for my kids. Already committed to a year of paying for insurance through my employer. Can I apply for jerseycare now and have double coverage for the next few months until I can get off my employer’s plan?

You can apply. You will need to give them your kids' current health insurance info. Jerseycare will be your secondary insurance.
Make sure you tell them you already have insurance or you can end up in legal trouble.

Getting new coverage is a qualifying event, you might be able to remove them from your employer's insurance mid year.

Jersey care should be able to pay your co-pays/deductibles.
Some drs accept private insurance but not Jersey care so if you're eligible for both, I would still apply.
