I have kids 2-11 years old. Can they do arts and crafts on tosha bav, like coloring?

The younger ones, definitely. I stock up on crafts to keep my 2&4 year old busy. As they get closer to bar/bas mitzvah you may want to find things more fitting to the day.

I always did projects with them to reflect the day.
We made paper plate slippers and talked about them.

Built the bait Hamikdash out of blocks

Drew pictures (ok scribbles) of the kotel, or letters to put in the kotel.

Encouraged the kids to make a play about Kamtza and Bar-Kamtza and talked about it.

With older kids we made kotel shrinks dinks which became knapsack zipper hang tags.

Everything needs to be age appropriate, but there is no reason to not incorporate both the spirit of the day in activities they enjoy and keep them occupied.
