2 questions- one. what's the best way to drizzle chocolte on cookies so that they look fancy? do you melt the choclate with water or anything else?
also, should I freeze the cookies before or after I get the chocolate on them?

Don't melt the chocolate together with water, the water ruins the chocolate!

Here's a quick way to melt chocolate when you want to decorate cookies: Put some chocolate chips into a heavy duty ziplock bag, seal the bag, & drop the bag into very hot water for a few minutes. When the chocolate feels soft, dry the outside of the bag, and carefully snip a very small hole in one corner of the bag. Now you can squeeze the chocolate out and drizzle it over the cookies. (I got these instructions from Kosher Palette, & I've used this method successfully.)

Happy baking! Very Happy
