Tax return when baby born out of US in 2020

I think my question mostly pertains to the people in my subject line, but I could be wrong. I had a baby born in April 2020. I am a US citizen in Israel. I read that babies born in 2020 would also be eligible to receive the stimulus payments. So my accountant filled out the tax return for 2020 without a SSN and said when my baby gets her SSN I should fill it in and send it in then.

Of course, getting the SSN took a couple of years. As anyone in Israel knows, the embassy is less than efficient. But I was told up to 3 years past the due date of the return is still fine if you don't owe money. But I got a letter from the IRS saying they gave me much less, I think because my baby didn't have a SSN at the time the return was due.

Has anyone gotten the stimulus payments for children that didn't have SSNs when the return was due? When I read that babies born in 2020 would get the money, was that assuming the baby was born in the US and would get the SSN at birth? Just wondering if there's anything I can or should try to get it, or just forget it? Anyone know the official rule or have experience related to this?

I've heard of ppl sending a letter to the IRS explaining that their baby's SSN was delayed due to covid and the IRS allowed the refund.

In case anyone was curious or it applies to anyone else- I didn't get the money in the end. I spoke to the tax law people for a really long time, and the child must have a SSN by the due date of the return (4/2021 to 2020 taxes) or the due date of the extension if you filed one (10/2021). No exceptions seem to apply for COVID or slow embassies. Gam zu l'tova. On the bright side, I'm getting better at understanding these tax documents!
