I found an affordable house I really like but it is small. Dh will not move into a small house unless we can potentially make it bigger.
Is there any legal way to build onto an r3-2? We heard about someone in the neighborhood who is really messed up from doing illegal work so don't want to take chances.

This is a detailed question, more than yes or no.
It depends on how much FAR is built (floor area ratio) and what you have left.
You need to to talk to an architect.

Sorry! I am trying to buy a house in BP. I went to look at something, didn't love many parts but it was affordable. Until I learnt that the tenants are paying way below market value, won't move, probably won't take a rent increase - do I want to risk it?
Oh and the house has mold, tenant claims and owner denies...
You may want to legalize the illegal work. Depends on how much time and cash you have.

If it has mold why are they there? That's what I would ask them.
But yeah ny it's really not safe to rely on tenants.
