How do we decorate them? I’ll make a sugar cookie recipe. What then? Do we bake first and decorate or decorate while raw and then bake? What’s an easy way to decorate that’s kid friendly

Bake first and cool.
You can get a bunch of small tubes of decorating icing in different colors and let the kids have fun.
If you ice them first with a white royal icing (the kind that hardens to a glossy sheen) their designs will be easier to see.
For bonus, you can put out small containers of sprinkles or dragees, but kids will have plenty of fun with just plain icing.

Sprinkles or colored sugar before baking. Dipping in or drizzling with chocolate do after baking

I did white icing. Dried overnight and then let the kids color Chanukah designs with edible markers.
