How to retouch professional photos?

We just had professional pictures taken and I'd like to get them retouched - fix a smile, remove some blemishes, enhance eyelashes, etc.

Everywhere I looked online recommended apps, but I don't want to do this on my phone, and I want to maintain the high resolution of the photos. Does anyone know if this is something I can easily do on my own and if yes, with which program?

Or have someone to recommend that I can pay to do it (but don't want to spend a fortune).

I've used people on Fiverr to retouch photos, with good results.

You can't do it yourself. Photographer should do it, or recommend someone who can.

What does this have to do with girls specifically?
I fix up things like if a child cried & their eyes are red, a runny nose, kid not smiling...... such type of things.
I'd never remove things from a picture, that they always have. (Like a birthmark.)
