Hi

My daughter is putting together a mishloach manos for her future mother in law

She is sending it on shelves

How can we stick on the items?

Why Shelves?! Use a wine rack/bottle holder! How are you 'sending' it - UPS (or similar) or just delivering it herself? If UPS, it needs to be well packaged, protected, boxed, insured etc
Assuming you are assembling it & then delivering it yourself, you just need to make sure it is assembled correctly when you deliver it - or assemble it on the shelves at her house. Semi assemble it at home for transport & then stick the bottle in just before you knock on the door. Often these arrangements are made with hot glue gun - but it doesnt always work (depending on the size& stability) and then they will have a hard time to use anything without destroying it.

It makes most sense to present mishloach manos for easy transport. The headache of it arriving whole, is just not worth it.
That said, you can hot glue the wine bottle to the shelf.

I've found glue dots to work better than glue gun for wine bottles. But you have to use a LOT so it's sturdy. I'd also recommend tying it on somehow, if it's on a shelf with a back maybe do something with ribbon so it's tied to the back?

No matter how you tack it down, you'll need to shrink wrap it/saran wrap it so it doesn't dislodge/crack open during transit (as well as pack it with plenty of bubble wrap so nothing moves around).

What’s a shelf in this context? I have shelves in my kitchen for cookbooks.

Lots of glue dots, shrink wrapped tightly so nothing moves around, and pressed with stuffing. The box packed super right so nothing moves or bumps.

I would imagine that many of these MM they sell do not arrive as they are shown there. I would guess it is partially disassembled: the chocolates in a chocolate box, the wine in a protective container etc and all shrink wrapped, with lots of stuffing & padding in between.

I did tomchei shabbos baskets for years here’s what we did
Bottle lays glue gunned on angle with neck glue gunned on a low box
Or totally flat
If shipping then bottle is first bubble wrapped then put onto shelf.
If you are hand delivering and want the bottle to stand upright ( which I don’t recommend) then you need to put 3-4 skewers in back of the bottle connected to the shelf.
