Choose a place you're interested in visiting. London, Paris, and Italy (Rome/Venice) are great options for a first trip to Europe. Iceland is another excellent option, as it's easy to get organized (non-Jewish) day tours there for whatever activities you're interested in.

Then check flights to make sure they fit your schedule and budget. For lodging decide on your budget and then use a site like TripAdvisor to read reviews.

'Better' depends on what you want.

Any one country will have plenty to occupy you for a couple weeks, and will involve less travelling. Each time you go to another country involves a day's worth of travel and finding new accommodation.

Personally I'd prefer to be based in one place and explore that area. If you prefer to get a glimpse of multiple countries that's equally valid.
