At which age would you expect a child to know how to do so?
Also, how can you teach him/her if they don't get it?

My four-year old can do it but my two-and-a-half-year old can't, if that helps.

my two year old is able to put his crocs on the right feet.
Whenever he put it on wrong, I used to make a game out of it and said, "wrong feet!" He would then switch it. Now he is able to do it by himself. He can tell by the feel of it when it is on wrong.
