Laundry going backwards - how do you get out your stains?

Hello all,

This is the 4th time this has happened this past week.
I was ironing dh's shirts and I found a stain again. I soak it or scrub it with a toothbrush with laundry soap or napisan. Stain does not go away.

Also my favorite blouse came out the machine with a RUST stain on the sleeve, in the worst place.

It really makes me......

Any advise how to deal with stains, I soak my kids clothes for days to get rid of food stains.

I use shout. and for whites use bleach.
