Are the rules generally uniform in all BY seminaries?
I know the girls can't have smartphones. But can they get phones that talk AND text or talk only? Does this depend on the individual seminary or is just a blanket rule that everyone follows?
What other rules are fairly uniform all across the board of BY seminaries? I.e. clothing, Shabbos hosts (I've heard that some seminaries require hosts to be vetted).

Yes. They all use the same kosher phone cell company, and the service does not support texting.
