Unfortunately, it's not safe for teenagers to walk outside without phones nowadays.

Let them walk in areas where it IS safe. I've raised two DD's past teenagehood without phones, they went walking and were just fine. Have a current teenager without a phone.
Giving them a phone has its own safety issues.

That’s not always an option. No one is saying phones come without issues, but you need to pick the lesser of two evils and then hope that you have given your kids enough knowledge and awareness.

I believe when marrying off a a child they should be capable of-

Cooking a basic meal
Doing laundry

Basic shopping for ingredients
Being able to go the doctor alone
Fill out basic forms
Making basic daily decisions of a married person

Dd has a phone with only call and text it’s a flip phone. Now they have the fig phone with Waze. It’s not all or nothing. Giving teens phone with internet and all the social media is a putting them in harms way on multiple facets.

I'm sorry, but that's a fallacy. Most people are fine driving without seatbelts and biking without helmets too. We take these safety precautions to prevent what happens the rest of the time.
