You have to do according to your country since the bugs are different, but here in France, this is what we do :

-buy frozen kosher already cut heart of artichoke
-eat only the small violet ones that are not infested

Big artichokes are often ladden with bugs so we don't use them, but small violet artichokes are a treat in my family, and are even eaten as a desert !

In Israel I used to find canned artichoke bottoms with a hecksher and in America I've seen jarred artichokes with a hecksher. Would either of those options work?

Rav Vaye, who is a pretty strict Israeli Posek on bug checking does lay out how one would clean/check artichoke:

To use heart: remove and discard leaves, scoop out the fuzzy part in the middle. Make sure heart is completely smooth, wash well, then use.

To use leaves: soak them in soapy water then rub them one by one on both sides

when using canned: if smooth rinse & use.

btay avon!

As I understand, it's the top leafy bits you cannot eat. I also see artichoke bottoms with hechsherim, usually frozen or in jars. You can put the stuffing (like meatballs) on top of whole artichoke bottoms, though it's not as fancy as the whole stuffed artichoke (artichaut farci). I prefer frozen ones--far less mess cleaning .

The traditional Italian restaurants (Rome, Venice...) still serve "Jewish artichokes", including the Chabad restaurant in Venice http://en.wikipedia.org/wiki/C.....iudia

I also see restaurants in France serve artichokes sometimes. Check Yayin for example.
