I have frozen ground beef that I'd like to defrost and put in puff pastry squares and the Re-freeze it raw in the puff pastry for next week? Can I do that? Is it healthy to freeze, defrost, and then freeze again?

No, please don't do that. Once something has been frozen and then thawed, it must be cooked.
However, you can cook the meat, put it in the raw puff pastry squares and then freeze them. I was actually planning on doing that tonight
