Yes it is, especially for a petite child.

does your daughter drink bottles? my dd has a big tummy too, and she is also small and petite. she drinks bottles at night and I was told thats where her big tummy is coming from.

Does it look\feel bloated? Like a blown up balloon? If it does, check her out. Does she have any other symptoms?

Is her belly disproportionate? Does she have some chubs on her arms or legs?

Are there any other symptoms like easy bruising or nosebleeds?

It's called "toddler tummy" for a reason...completely normal.

I was glad this topic came up because it's something often on my mind.
My 4.5 year old has a huge sticking out tummy that to me looks out of proportion.
She had a karyotype blood test which is all clear.
Doctors say its fine, but I always wonder/worry about it.
Yes she is chubby and broad but her tummy still seems out of proportion.
Sometimes it gets flat. After a bottle its HUGE. how can one bottle do that?
No other symptoms and it's been like this since birth.
It's NOT the usual baby/toddler/young child tummy, its for sure more out of proportion - it's like a huge pot belly.
