There could easily be a medical issue here. If he is really that hungry (as opposed to just wanting to eat) after a reasonably solid snack, it could be that he has a digestive problem, an issue with absorption or maybe a blood sugar problem. I don't think you have reason to panic, but it surely makes sense to check it out.
