I have a kallah I'm helping. Her wedding is in Brooklyn and her elderly grandfather is in California.
I vaguely recall hearing about a gemach that will set up a live hook up feed for chasunahs.
Does anyone know of such a gemach?

I've never heard of a gemach that does it. I have heard of people bringing a web cam to chuppahs though.

I seem to remember that Misaskim does it - but I think it might only be for first degree relatives (parents or siblings of the chasan/kallah). In any case, it's worth giving them a call. they would probably be able to refer you further.
