You have to go to your city building and apply for a marriage license. Make sure to specify that you want a religious figure to marry you, and not a judge. Then, you'll have to wait 3 days and then come back and sign some forms, and you'll get an envelope with the form that your Rabbi (or whoever you are using who is LICENSED to marry people in New Jersey) and he will fill it out and send it to the city in which the ceremony is being performed.
They explain it all to you, call up your town hall and I'm sure they will help.
