Is a budget of 2300 eu excluded rent normal in Europe for a family of 3 (I mean couple with 1 child in school already)? Or is that a lot?

Personally I think it is a lot, especially if you mean excluding rent and if this is a net figure.
Esp as I'm assuming there're no health insurance/medical costs as is the case in the US.
But it depends whether the school tuition is all private, or partially government-subsidised.
And of course it depends on where in Euroarea you are... General living costs in Paris or
Brussels are far more expensive than, say Portugal and Greece.
Having said that, if you meant gross (ie pre-tax), it doesn't look too generous depending on
the tax rates.
If you can post rough breakdown--how much for tuition vs food vs transportation vs maaser/charity,
we can probably give more accurate feedback.
