I noticed today that a chalavi restaurant was under badatz bet yosef. I was under the impression bet yosef was only for meat?

Beit Yosef is a general sephardi hechsher. I think the name is known predominantly for meat because some sephardim will only eat meat that is 'chalak beit yosef' - with a beit yosef hechsher.
